The Panama Canal has announced temporary modifications to its Neopanamax Transit Booking System aimed at providing greater flexibility for customers, improving the distribution of available capacity across different market segments, and supporting the efficient use of water resources. The changes were developed after considering customer feedback and current operational conditions.
The new measures will take effect on August 30, 2026, for booking dates beginning September 13, 2026. Under the revised rules, Neopanamax customers will be allowed to secure more than one reservation slot for the same date and may also obtain bookings for two or more consecutive dates. A total of 63 Neopanamax booking slots per week will be available, including those assigned through the Long-Term Slot Allocation (LoTSA) and NetZero programs.
Customers will also retain greater flexibility to exchange or substitute vessels after receiving a reservation, provided the replacement vessel has an equal or higher Transit TEU Allowance (TTA) and the applicable customer limits are respected. Vessels operating under alliances or vessel-sharing agreements may also participate in eligible exchanges or substitutions, and booking dates may be changed as long as the customer does not exceed the maximum number of permitted slots.
To promote more equitable access, the revised system establishes an initial distribution of reservation capacity among the Canal’s principal market segments. Full-container vessels will receive at least five slots per booking date, allocated according to TTA capacity. LPG and LNG vessels will each have access to at least three slots per booking date, while the vehicle carrier/RoRo, dry bulk, and other vessel segments will receive a minimum of three slots per week.
These allocations represent an initial distribution rather than fixed maximum limits. If a particular segment does not generate enough demand to use its available capacity, the remaining slots may be reassigned to other eligible market segments. The Canal will continue applying transparent allocation criteria, while customer slot limits may only be exceeded when no competing customer from the same market segment is seeking the available capacity. Slots awarded through the auction process will not be subject to the standard customer limit.
The Panama Canal also emphasized that, while the water deficit in the Canal watershed continues, customers are strongly encouraged to plan their transits through the Booking System. A confirmed reservation remains the only mechanism that guarantees a specific transit date, while vessels arriving without a booking may face delays depending on demand and available capacity.
According to the Canal Authority, the temporary measures are intended to balance reliable service, fair access to available transit capacity, commercial flexibility, and responsible water management. The adjustments do not alter the Canal’s commitment to safe and efficient operations, but instead provide greater adaptability for maritime customers while allowing the Canal to respond prudently to current hydrological conditions.
